Cuando en Barrio Sésamo nos enseñaban que una cosa es grande si es grande y pequeña si es pequeña, algunos no estuvieron muy atentos. O quizá se fijaban más en las galletas que en el monstruo. Y así nos va. El pasado 26 de enero hemos conocido una sentencia del Tribunal Superior de Justicia de Castilla y León sobre la aprobación del Plan General de Valladolid de 2003. La leo y saco una conclusión: a los jueces firmantes no les gustan ni Blas ni Epi.
Modificar es modificar, y revisar es revisar
Vamos a ver si nos entendemos. Un elefante no es una mosca modificada: es otro animal, más grande. Si una ciudad de 4.754 has. (la proyectada en el Plan General de 1997, sumando los suelos urbanos y urbanizables) pasa a tener 8.327 has. (la proyectada en el Plan General de 2003, haciendo la misma suma), estamos hablando de otra ciudad. Si a una ciudad que tiene 140.000 viviendas y prevé 22.000 más le añadimos suelo para otras 170.000 estamos hablando de otra ciudad. No es la misma ciudad, pero “modificada”: es otra, mucho más grande. Los jueces dicen (no todos: sólo dos de ellos; el voto particular de la tercera juez permite suponer que a ella sí le gustaba Barrio Sésamo) que “la parte actora no ha logrado acreditar” que se haya reconsiderado totalmente la ordenación general de Valladolid. ¿Tan mal lo ha hecho la parte actora? Insisto: Madrid no es la modificación de Fuencarral. No sé si me explico. Valladolid es hoy una ciudad... mediana. Y cuando se construyan todas las áreas homogéneas va a ser una ciudad... grande, muy grande, muy grande. Un elefante de ciudad.
